REGULAR MEETING
May 10, 2022
The Clayton Ridge Board of Directors held their regular monthly meeting on May 10, 2022 at 7:00 p.m. in the Elementary Library, Garnavillo.
Public Hearing – FY22 Budget Amendment
There were no comments from the public.
Call to Order/Roll Call
President John Heying called the meeting to order at 7:00 PM. Other members in attendance were Mike Finnegan, Jessica Bittner, Alicia Helle, Christine Aulwes, Ellen Johnson, and Jason Reimer.
Also attending were Superintendent Shane Wahls, Principal Laura Bilden, Dean of Students Wade Marlow, and Board Secretary David Schlueter.
Approval of Agenda
Motion by Reimer and second by Aulwes to approve the agenda, adding 2. Resignation-Teacher and 14. Transportation Director Resignation, Settlement, and Release Agreement. Motion carried unanimously.
Reports/Communications
May is School Board Appreciation Month – all members received certificates to recognize the district’s appreciation.
Wahls reported on vacant nurse position and discussed athletic conference meetings.
Marlow reported data on student attendance and discipline.
Bilden reported on schedules for senior trip, 8th grade class trip, and an upcoming meeting with 5th graders and parents to prepare for the transition to middle school.
Board members discussed the vacant baseball assistant coach position, challenges of spring sports concurrent schedules and seasons, and the design on the Guttenberg Police Department’s new vehicle created by high school students.
Consent Agenda
Motion by Finnegan and second by Bittner to approve minutes of the April 13 regular meeting, the April 27 work session and special meeting; the April, 2022 financial statements; the listing of invoices; (there were no payroll requests). Motion carried unanimously.
New Business
- Distribution of Diplomas Class of 2022
Motion by Bittner and second by Helle to approve distribution of diplomas to the Class of 2022, pending completion of requirements. Motion carried unanimously.
- Resignations
Motion by Helle and second by Aulwes to accept the resignations of the following staff/positions at the end of the current school year: Teacher Associate Erica Armstrong; Winter Sports Cheer Coach Heather Meyer; Jr High Girls Track Coach Bob Sweers; Prom Coordinator Rhea Cano; Spanish Teacher Rhea Cano; Bus Driver Steve Clefisch; Teacher Ashlyn Hansen. Motion carried unanimously.
Motion by Bittner and second by Johnson to hire Mike Hinzman as Jr High Boys Basketball Coach. Motion carried unanimously.
- Summer Technology Workers
Motion by Finnegan and second by Helle to approve Kathy Connelly to assist with summer technology work not to exceed 80 hours at $15 per hour. Motion carried unanimously.
- Open Enrollments
Motion by Reimer and second by Bittner to deny 7 open enrollment applications to the Iowa Virtual Academy and to approve open enrollment application of Maisy Carlson from Clayton Ridge to MFL Mar Mac. Motion carried unanimously.
- Summer Band Lessons
Motion by Finnegan and second by Aulwes to approve summer band lessons not to exceed 75 hours. Motion carried unanimously.
- Extended School Year Special Ed Services
Motion by Reimer and second by Helle to approve ESY services for 8 students for approximately 100 hours. Motion carried unanimously.
- Non Organized Personnel Contracts
Motion by Helle and second by Johnson to issue contracts with the following changes:
Shane Wahls: full time superintendent for 2022-23
Laura Bilden: transfer to Elementary Principal
Wade Marlow: increase salary $2,520
David Schlueter: increase salary $2,555
Jessica Penn: increase salary $1,410
Lynette Pritchard: increase salary $1,680
Terry Jasper: change pay structure to hourly rate of $22.23
Angel Burgin: increase hourly rate $.58
Michele VonHandorf: increase rate $.58
Motion carried unanimously.
- Final Payment Portzen Construction
- Amend FY22 Budget
Motion by Helle and second by Finnegan to amend the FY22 Budget as published and presented. Motion carried unanimously.
- 2022-23 Student Fees
Motion by Reimer and second by Aulwes to approve the following fees:
Book Rent K-6 = $80; Book Rent 7-12 = $115
Preschool Optional full time – per month = $100
Athletic Passes- Student Punch Card $25;
Adult Punch Card $35;
Adult Season Pass $75
Reduced Lunch Qualifiers fees shall be 50%
Meals prices shall be determined at a later date.
Ayes: Heying, Reimer, Helle, Aulwes, Bittner. Nays: Finnegan, Johnson. Motion carried 5-2.
- Flex Plan Resolutions
Motion by Bittner and second by Johnson to adopt resolution as presented by BASE regarding flex plans. Motion carried unanimously.
- Consider Audit Proposal
Motion by Finnegan and second by Aulwes to approve the proposal from O’Connor, Brooks, and Company to complete the FY22 audit at a cost of $17,500. Motion carried unanimously.
- Consider agreement with Transportation Director
Motion by Helle and second by Reimer to approve Resignation, Settlement, and Release Agreement with Transportation Director Scott Torkelson. Motion carried unanimously.

Motion by Bittner and second by Aulwes to adjourn. Motion carried unanimously.
