BOARD OF DIRECTORS
REGULAR MEETING
March 3, 2022
The Clayton Ridge Board of Directors held their regular monthly meeting on March 3, 2022 at 7:00 p.m. in the Elementary Library, Garnavillo.
Call to Order/Roll Call
President John Heying called the meeting to order at 7:05 PM. Other members in attendance were Christine Aulwes, Alicia Helle, Ellen Johnson, Jessica Bittner, and Mike Finnegan. Jason Reimer was absent.
Guests in attendance were Andy Loan, Patrick Ryan, and Head Start staff Barb Helle, Kim Jasper, and Sharon Burke.
Staff members in attendance were Superintendent Shane Wahls, Principal Laura Bilden, Dean of Students Wade Marlow, IAVA Head of School Steve Hoff, Acting Board Secretary Mary Seifert, and Business Manager David Schlueter (via Zoom).
Approval of Agenda
Motion by Finnegan and second by Helle to approve the agenda. Motion carried unanimously.
Reports/Communications
Clayton County Assessor Andy Loan discussed the work of the assessor’s office; calculation of taxable and assessable values; re-assessment procedures.
Head Start staff addressed the board regarding their lease agreement. Consensus of the board is that the lease will be renewed when received from NEICAC.
Clayton County Alternative High School Teacher Patrick Ryan discussed history and successes of our students in that program.
Bilden reported on middle school summer school proposal; possible changes to make IEP meetings more efficient; improvements to the school’s website.
Hoff reported on enrollment projections for next year; eSports; and commencement plans.
Board members discussed the drill team spring show and the lunch program.
Consent Agenda
Motion by Finnegan and second by Johnson to approve minutes of the February 10, 2022 regular meeting and work session; the February, 2022 financial statements; and, the listing of invoices; (there were no payroll requests). Motion carried unanimously.
New Business
- Employment
Motion by Aulwes and second by Helle to approve hiring Barry Armstrong as Jr High Boys Track Coach, Ben Backes as 6-12 Special Ed and PE Teacher, and Casey Zarr as 6-12 Interventionist Teacher. Motion carried unanimously.
Motion by Finnegan and second by Aulwes to accept resignation of Tom Krall as Jr High Boys Basketball Coach. Motion carried unanimously.
Motion by Aulwes and second by Finnegan to approve the voluntary transfer request of Margo Friedlein to Elementary TAG/Interventionist Teacher; and to approve the involuntary transfer of Michelle Fassbinder to TAG/6-8 Social Studies Teacher. Motion carried unanimously.
- Lane Change Requests
Motion by Johnson and second by Helle to approve the salary schedule lane change requests from Lexi Lindsay and Laurie Smith for the 2022-23 school year. Motion carried unanimously.
- Set 2022-23 Budget Public Hearing
Motion by Helle and second by Johnson to hold the 2022-23 Budget Public Hearing at the Clayton Ridge Elementary Library on April 13 at 6:00 PM. Motion carried unanimously.
- Head Start Contract
Motion by Finnegan and second by Aulwes to table consideration of the agreement for Head Start classroom.
- Approve Title I Purchase
Motion by Helle and second by Bittner to approve purchase of guided reading books from Heinemann at a cost of $5232. Motion carried unanimously.
- Technology Purchase and Lease
Motion by Johnson and second by Finnegan to approve proposed technology purchases and enter into a lease agreement. Motion carried unanimously.
- Preschool Programming
Motion by Helle and second by Aulwes to provide preschool classes at each campus for 4 days per week, with an optional 5th day. Motion carried unanimously.
- Open Enrollments
Motion by Helle and second by Finnegan to approve open enrollment applications of Lily and Clayton Hubbard to attend Central, and for Jacob Cook to attend Clayton Ridge. Motion carried unanimously.

Motion by Finnegan and second by Bittner to adjourn. Motion carried unanimously.
