BOARD OF DIRECTORS WORK SESSION
February 15, 2024
The Clayton Ridge Board of Directors held a work session on February 15, 2024 4:00 pm in the High School Library, Guttenberg.
Members in attendance Mike Finnegan, TJ Pierce, Dan Kregel, Sam Brandt, Ellen Johnson, and Shelly Mommer. Jessica Bittner was absent.
Also in attendance Asst Business Manager Logan Taylor, Superintendent Shane Wahls, Principals Terri Thompson and Laura Bilden, and Dean of Students Wade Marlow.
Guests were Mindy Reimer, Brenda Bodish, and Casey Zarr.
- IASB Goal Setting
Tammi Drawbaugh from IASB led the board through a discussion regarding goal setting.
- IASB School Finance Training
Shawn Snyder and Jan Miller-Hook presented the district’s financial information to the board.

February 15, 2024
The Clayton Ridge Board of Directors held their regular monthly meeting on February 15, 2024 in the High School Library, Guttenberg.
Call to Order/Roll Call
President Jessica Bittner called the meeting to order at 6:52 PM. Other members in attendance were Mike Finnegan, TJ Pierce, Jana Kregel, Sam Brandt, Ellen Johnson, and Shelly Mommer.
Also in attendance were Asst Business Manager Logan Taylor, Superintendent Shane Wahls, Principals Terri Thompson and Laura Bilden, Dean of Students Wade Marlow, and Board Secretary David Schlueter.
Guests were Mindy Reimer, Brenda Bodish and Casey Zarr.
Approval of Agenda
Motion by Johnson and second by Brandt to approve the agenda.
Reports / Communication
Wahls reported on Science and Nurse vacancies; Upper Iowa Conference membership; Day on the Hill; and meeting with Governor Reynolds.
Bilden reported on Winter FAST data; upcoming events including yoga and author visits; HEART challenges goals being met; Breakfast Buddies, and PBIS expectations.
Thompson reported on CTE month activities; review of expectations with students; senior class trip to Clayton County Law Enforcement Center; FAST Testing results.
Marlow reported on referral data.
Consent Agenda
Motion by Finnegan and second by Johnson to approve the minutes from the January 11 regular meeting; the January financial statements; and listing of invoices; there were no payroll requests. Motion carried unanimously.
New Business
- Employment
Motion by Johnson and second by Finnegan to accept resignations of HS Science Teacher Jon Klaes and Teacher Associate Tonya Thiese; and to hire Patty Schwarz as Teacher Associate and Jon Klaes as Jr High Coach – Football. Motion carried unanimously.
- Open Enrollments
Motion by Brandt and second by Mommer to deny 23 open enrollment applications to the Iowa Virtual Academy due to insufficient space, IEP requirements, and an expulsion. Motion carried unanimously.
- Amend 2023-24 School Calendar
Motion by Kregel and second by Pierce to amend the school calendar by adding April 2 and May 31 as Professional Development days. Motion carried unanimously.
- Capital Projects
Motion by Finnegan and second by Johnson to approve the following projects:

Replacement of elementary hallway lights, not to exceed $10,000, ElectriTek
b. Replacement of elementary hallway ceiling tiles, $46,035.50, House to Home Remodeling
c. Baseball and Softball batting cages, Batting Cages Inc, $15,618; concrete $4658.27; install TBD
d. Replace Garnavillo Gym Air Conditioning, $30,334.53, NE Iowa Mechanical
e. Lawn mower, $17,850, Bodensteiner Implement
f. FCS room kitchen cabinets, $22,769.48 Meuser Lumber; installation $4500 Dave’s Construction
g. Bus Garage renovations, To Be Determined, not to exceed $20,000
Motion carried unanimously.
- Facility Use Agreement
Motion by Johnson and second by Pierce to approve a facility use agreement with Gospel Hall to use Garnavillo kitchen and gym for conference on June 10-11. Motion carried unanimously.
- FCCLA & FBLA Trips
Motion by Kregel and second by Mommer to approve overnight travel for FCCLA and FBLA state conventions. Motion carried unanimously.
- Set Public Hearing for FY25 Budget Proposal
Motion by Pierce and second by Finnegan to set the first public hearing for Wednesday, March 27 at 5:00 in the High School Library, Guttenberg. Motion carried unanimously.
- Budget Guarantee
Motion by Mommer and second by Brandt to adopt the following resolution:
RESOLVED, that the Board of Directors of CLAYTON RIDGE Community School District, will levy property taxes for fiscal year 2024-2025 for the regular program budget adjustment as allowed under section 257.14, Code of Iowa.
Motion carried unanimously.
